Congress raises Rafale issue; government says don't run away from debate

A belligerent Congress on Monday again sought to raise the issue of alleged scam in the Rafale deal in the Lok Sabha, inviting a sharp reaction from the government that the Opposition should not "run away" from a debate on the issue.
